The Negotiations Guide and the Summary for Policymakers: Essential Francophone publications to share the necessary knowledge and to allow national delegations and each one to have a detailed analysis and means of action

The Francophone Institute for Sustainable Development (IFDD), a subsidiary body of the International Organization of La Francophonie (OIF), is working to improve understanding and understanding of the issues and challenges of climate change negotiations. Publishes a Guide to Negotiations, which is also the subject of a Summary for Policymakers. These documents are widely disseminated upstream of each Conference in digital format and during printed conferences. For several years they have been translated into English to meet the demands of English-speaking countries and partners, because such detailed reference documents do not exist beyond the French-speaking world at the moment.

At the 20th Conference of the Parties to the United Nations Framework Convention on Climate Change, these documents were prepared by ENERGIES 2050 on behalf of the IFDD.

ENERGIES 2050 has provided editorial direction, co-ordination and is one of the principal authors of the Negotiations Guide and Summary for Decision Makers. These documents provide readers with a history of the negotiations and present an analysis of the different issues to be negotiated in Lima as well as an overview of the Conference’s expectations and a wealth of useful information in the form of the technical sheets.

The international scientific community has come to a consensus: the dysregulation of the climate system under the influence of man is clearly established. Impacts related to climate change pose great risks to human health, food security and economic development. It is in this context that the negotiators, meeting in Lima for the 20th Conference of the Parties to the United Nations Framework Convention on Climate Change, will take an important step towards preparing, in preparation for the 2015 Paris Conference, The adoption of a new agreement on the

Climate change post 2020. The Lima negotiations will play a decisive role in the success of the Paris Conference. Many key issues remain to be resolved regarding the form and principles of the 2015 agreement and the Parties’ contributions for the pre- and post-2020 periods. Support to developing countries – notably through the Green Fund for Climate – is also a key issue in the negotiations. For some Parties, developed country commitments and implementation modalities are a prerequisite for the participation of all Parties in the 2015 agreement.

This guide will enable everyone to better understand the challenges of the Lima Conference. After a historical review (Part 1), it presents an analysis of the main issues, based on the latest negotiating texts and country positions (Part 2). It concludes with the presentation of the expectations of the Lima Conference. At the end of the thematic sheets will provide useful benchmarks for new readers (Part 3). Although this book is particularly intended for negotiators from member countries of the Organization internationale de la Francophonie (OIF), it will also be a useful tool for all other participants.
