Technical note on the outcome of the climate negotiations (COP 28)
COP28, held in Dubai from 30 November to 12 December 2023, brought together the decision-making and subsidiary bodies of the UNFCCC as well as more than 97,000 participants. This note, prepared by ENERGIES 2050, provides a comprehensive analysis of the conference’s key outcomes and dynamics, including the completion of the first Global Stocktake, progress on just transition, the establishment of the loss and damage fund, and the structuring discussions on the Global Goal on Adaptation.
