Technical note on the outcome of the climate negotiations (COP 28)

This technical note was prepared by ENERGIES 2050 on behalf of the Institute of the Francophonie for Sustainable Development (IFDD), a subsidiary body of the International Organisation of La Francophonie (OIF). It forms part of ENERGIES 2050’s international programme dedicated to supporting climate change negotiations and strengthening the capacities of francophone climate negotiators. Since COP20 in Lima in 2014, ENERGIES 2050 has been producing for IFDD the Climate Negotiations Guide, the Summary for Decision-Makers, and a series of Technical Notes, combined with training and support activities for national delegations.

This 42-page technical note, available in French, presents the main outcomes of COP28, held in Dubai from 30 November to 12 December 2023, within the framework of the UNFCCC and the processes associated with the Paris Agreement. The conference brought together all decision-making and subsidiary bodies, as well as more than 97,000 participants from governments, civil society, local authorities and the private sector.

COP28 took place in a global context marked by record temperatures and an increasing frequency of extreme climate events, reinforcing the urgency to accelerate the implementation of the Paris Agreement. Negotiations focused on key issues such as mitigation, adaptation, just transition and climate finance, with particular attention given to loss and damage.

The conference was notably marked by the conclusion of the first Global Stocktake under the Paris Agreement, which calls for a just and equitable transition towards a progressive phase-out of fossil fuels, the tripling of renewable energy capacity and the doubling of energy efficiency by 2030, highlighting the need for strengthened international cooperation at all levels.
