FEMISE

FEMISE is a leading Euro-Mediterranean network bringing together research institutes in economic and social sciences from both shores of the Mediterranean. Established in 2005 in Marseille and structured as a non-profit association under French Law 1901, the network builds on the legacy of the Barcelona Process launched in 1995 and the European Neighbourhood Policy, with the ambition of strengthening regional cooperation through knowledge and dialogue. In 2025, FEMISE celebrates its 20th anniversary, while being rooted in a dynamic initiated as early as 1997, prior to its formal establishment as a French association with the support of its founding members and the European Commission.

As of September 2025, FEMISE brings together 98 member institutes from 37 partner countries, covering Mediterranean countries as well as Member States of the European Union and the United Kingdom. Coordinated by the Economic Research Forum in Egypt, the network provides a structured and widely recognised platform for Euro-Mediterranean dialogue, dedicated to the production of knowledge and the formulation of recommendations in support of more inclusive, sustainable and cooperative economic and social policies.

FEMISE works towards a Mediterranean region grounded in dialogue, cooperation and knowledge sharing by bringing together researchers, public decision-makers, private sector actors and multilateral institutions. Its activities focus on research and analysis of Euro-Mediterranean policies, the facilitation of policy dialogue platforms, and the dissemination of knowledge to decision-makers and regional stakeholders through publications, policy briefs and events.

Building on a structured and inclusive governance framework, FEMISE has established itself as a key actor in Euro-Mediterranean dialogue, contributing to the development of lasting bridges between research, public policies and regional cooperation, in support of a shared future for the Mediterranean.

ENERGIES 2050 has been closely collaborating with FEMISE since its inception and has been a full member of the network since 2018. Beyond active participation in the network’s activities, ENERGIES 2050 contributes to the production of research and reference publications, the development of training and capacity-building initiatives, and the organisation of numerous regional and international events linked to concrete projects.

ENERGIES 2050 has notably played a driving role in the integration of FEMISE into the arenas of the Conferences of the Parties on climate in 2017–2018, thereby sustainably strengthening the network’s visibility and influence in international debates on economic, social and climate policies. This dynamic, which remains fully active today, illustrates a strategic cooperation oriented towards impact, policy dialogue and the operational implementation of research outcomes.
